Maddesi, \u201c\u0130\u015f ekipmanlar\u0131n\u0131n bak\u0131m, onar\u0131m ve periyodik kontrolleri, ilgili ulusal ve uluslararas\u0131 standartlarda belirlenen aral\u0131klarda ve kriterlerde, imalat\u00e7\u0131 verileri ile fen ve tekni\u011fin gereklilikleri dikkate al\u0131narak yap\u0131l\u0131r.\u201d h\u00fckm\u00fc bulunmaktad\u0131r.<\/p>\n\n<p>An\u0131lan y\u00f6netmeli\u011fin, 2. Periyodik Kontrole Tabi \u0130\u015f Ekipmanlar\u0131 maddesinin, 2.1. Bas\u0131n\u00e7l\u0131 Kap ve Tesisatlar bentinin, 2.1.1. alt benti \u201cBas\u0131n\u00e7l\u0131 kaplarda temel prensip olarak hidrostatik test yap\u0131lmas\u0131 esast\u0131r. Bu testler, standartlarda aksi belirtilmedi\u011fi s\u00fcrece i\u015fletme bas\u0131nc\u0131n\u0131n 1,5 kat\u0131 ile ve bir y\u0131l\u0131 a\u015fmayan s\u00fcrelerle yap\u0131l\u0131r. Ancak i\u015f ekipman\u0131n\u0131n \u00f6zelli\u011fi ve i\u015fletmeden kaynaklanan zorunlu \u015fartlar gere\u011fince hidrostatik test yapma imk\u00e2n\u0131 olmayan bas\u0131n\u00e7l\u0131 kaplarda hidrostatik test yerine standartlarda belirtilen tahribats\u0131z muayene y\u00f6ntemleri de uygulanabilir. Bu durumda, d\u00fczenlenecek periyodik kontrol raporlar\u0131nda bu husus gerek\u00e7esi ile birlikte belirtilir.\u201d h\u00fckm\u00fcne yer vermi\u015ftir.<\/p>\n\n<p>Yine ayn\u0131 y\u00f6netmeli\u011fin 2.1.2. alt benti; \u201cBas\u0131n\u00e7l\u0131 kap ve tesisatlar\u0131n periyodik kontrolleri, 22\/1\/2007 tarihli ve 26411 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Bas\u0131n\u00e7l\u0131 Ekipmanlar Y\u00f6netmeli\u011fi, 31\/12\/2012 tarihli ve 28514 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Ta\u015f\u0131nabilir Bas\u0131n\u00e7l\u0131 Ekipmanlar Y\u00f6netmeli\u011fi ve 30\/12\/2006 tarihli ve 26392 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Basit Bas\u0131n\u00e7l\u0131 Kaplar Y\u00f6netmeli\u011finde yer alan ve bu Y\u00f6netmelik h\u00fck\u00fcmlerine ayk\u0131r\u0131 olmayan hususlar sakl\u0131 kalmak kayd\u0131yla ilgili standartlarda belirtilen kriterlere g\u00f6re yap\u0131l\u0131r.\u201d h\u00fckm\u00fcndedir.<\/p>\n\n<p>Firman\u0131z b\u00fcnyesindeki bas\u0131n\u00e7l\u0131 kaplar\u0131n periyodik kontrolleri kapsam\u0131nda test ve muayenelerini yapan ki\u015filerin ba\u011f\u0131ms\u0131zl\u0131k, tarafs\u0131zl\u0131k ve g\u00fcvenirlilik a\u00e7\u0131s\u0131ndan muayene ettikleri ekipman\u0131n tasar\u0131mc\u0131s\u0131, tedarik\u00e7isi, montajc\u0131s\u0131, sat\u0131c\u0131s\u0131, sahibi, kullan\u0131c\u0131s\u0131, bak\u0131mc\u0131s\u0131 veya bu kesimlerin yetkili temsilcisi olmamas\u0131na ve muayeneyi yapan kurulu\u015flar\u0131n akredite olmas\u0131na dikkat ediniz. Periyodik Kontrole Tabi \u0130\u015f Ekipmanlar\u0131 maddesinin alt\u0131ndaki 2.2. bendinde (Kald\u0131rma Ve \u0130letme Ekipmanlar\u0131) ve alt bentlerinde belirtilmi\u015ftir.<\/p>\n\n<p>Kald\u0131rma ve \u0130letme ekipmanlar\u0131 kontrol\u00fcnde; Standartlarda aksi belirtilmedi\u011fi s\u00fcrece, kald\u0131rma ve iletme ekipmanlar\u0131, beyan edi\u00adlen y\u00fck\u00fcn en az 1,25 kat\u0131 y\u00fck ile yap\u0131lmaktad\u0131r. Bu y\u00fck testi ile birlikte ilgili y\u00f6netmelik bentlerinde bu ekipmanlarda etkili ve g\u00fcvenli bir \u015fekilde kald\u0131racak ve ask\u0131da tutabilecek g\u00fc\u00e7te olur ve bunlar\u0131n bu y\u00fcke dayan\u0131kl\u0131 ve yeterli y\u00fck frenlerinin bulunmas\u0131n\u0131 zorunlu k\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n<p>Kald\u0131rma ve \u0130letme Makinelerinin\u00a0periyodik kontrol aral\u0131\u011f\u0131 ve kriterleri standartlar ile belirlenmemi\u015f i\u015f ekipmanlar\u0131n\u0131n periyodik kontrolleri, varsa imalat\u00e7\u0131n\u0131n \u00f6ng\u00f6rd\u00fc\u011f\u00fc aral\u0131k ve kriterlerde yap\u0131l\u0131r. Bu hususlar, imalat\u00e7\u0131 taraf\u0131ndan belirlenmemi\u015f ise i\u015f ekipman\u0131n\u0131n periyodik kontrol\u00fc, bulundu\u011fu i\u015fyeri ortam ko\u015fullar\u0131, kullan\u0131m s\u0131kl\u0131\u011f\u0131 ile kullan\u0131m s\u00fcresi gibi fakt\u00f6rler g\u00f6z \u00f6n\u00fcnde bulundurularak, i\u015f g\u00fcvenli\u011fi profesyonellerince yap\u0131lacak risk de\u011ferlendirmesi sonu\u00e7lar\u0131na g\u00f6re, belirlenecek aral\u0131klarda yap\u0131l\u0131r. Her an olu\u015fabilecek yang\u0131nlara kar\u015f\u0131 kurulan yang\u0131n tesisat\u0131n\u0131n her an haz\u0131r olmas\u0131 gerekir. Yang\u0131n tesisat\u0131 sistemi hastanelerde, okullarda, apartmanlarda ve b\u00fcy\u00fck tesislerde kullan\u0131lmaktad\u0131r.<\/p>\n\n<p>\u00dclkemizde ya\u015fanan yang\u0131nlar\u0131n \u00f6n\u00fcne ge\u00e7mek ve itfaiyeden \u00f6nce m\u00fcdahale etmek i\u00e7in kurulan yang\u0131n tesisat\u0131n\u0131n ve ekipmanlar\u0131n\u0131n mutlaka her an \u00e7al\u0131\u015f\u0131r durumda olmas\u0131 gerekmektedir. Her an \u00e7\u0131kabilecek yang\u0131nlara kar\u015f\u0131 m\u00fcdahale sistemidir. Bu sistemdeki tesisat\u0131n ve ekipmanlar\u0131n mutlaka bak\u0131m ve periyodik kontrolleri yap\u0131lmal\u0131d\u0131r.<\/p>\n\n<p>Yang\u0131n Tesisat\u0131 \u201c\u0130\u015f Ekipmanlar\u0131 Kullan\u0131m\u0131nda Sa\u011fl\u0131k ve G\u00fcvenlik \u015eartlar\u0131 Y\u00f6netmeli\u011fi\u201d ne ve \u201cBinalar\u0131n Yang\u0131ndan Korunmas\u0131 Hakk\u0131ndaki Y\u00f6netmeli\u011fe\u201d tabiidir. Bu y\u00f6netmelikte belirtilen ilgili standartlarda aksi belirtilmedi\u011fi s\u00fcrece, tesisatlar\u0131n periyodik kontrolleri y\u0131lda 1 defa yap\u0131l\u0131r. Yang\u0131n Tesisat\u0131 TS 9811, TS EN 671-3, TS EN 12416-1+A2, TS EN 12416-2+A1, TS EN 12845 standartlar\u0131nda belirtilen kriterlere uygun olarak yap\u0131l\u0131r.<\/p>\n\n<p>Yang\u0131n Tesisat\u0131 Periyodik Kontrol<\/p>\n\n<p>PETRA \u00d6L\u00c7\u00dcM VE MUAYENE HIZMETLERI, uzman ekip ve ekipmanlar\u0131 ile ger\u00e7ekle\u015ftirdi\u011fi Yang\u0131n tesisat\u0131 kontrolleri sonucu tespit edilen eksiklikleri, uygunsuzluklar\u0131 veya tehlikeli durumlar\u0131 rapor halinde sizlere sunarak, olas\u0131 bir tehlikeli olay\u0131n engellenmesi ve yasal gerekliliklerinizi sa\u011flaman\u0131z ad\u0131na sizlere yard\u0131mc\u0131 olur.<\/p>\n\n<p>\u0130\u015f Ekipmanlar\u0131 Kullan\u0131m\u0131nda Sa\u011fl\u0131k ve G\u00fcvenlik \u015eartlar\u0131 Y\u00f6netmeli\u011fi<\/p>\n\n<p>Bu Y\u00f6netmeli\u011fin amac\u0131, i\u015f yerinde i\u015f ekipmanlar\u0131n\u0131n kullan\u0131m\u0131 ile ilgili sa\u011fl\u0131k ve g\u00fcvenlik y\u00f6n\u00fcnden uyulmas\u0131 gerekli asgari \u015fartlar\u0131 belirlemektir. 20\/6\/2012 tarihli ve 6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanunu kapsam\u0131na giren t\u00fcm i\u015f yerlerini kapsar.<\/p>\n\n<p>6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanununun 30 ve 31 inci maddeleri ile 9\/1\/1985 tarihli ve 3146 say\u0131l\u0131 \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131n\u0131n Te\u015fkilat ve G\u00f6revleri Hakk\u0131nda Kanunun 2 ve 12 nci maddelerine dayan\u0131larak ve 3\/10\/2009 tarihli ve 2009\/104\/EC say\u0131l\u0131 Avrupa Birli\u011fi Direktifine paralel olarak haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n\n<p>Binalar\u0131n Yang\u0131ndan Korunmas\u0131 Hakk\u0131nda Y\u00f6netmelik<\/p>\n\n<p>Bu Y\u00f6netmeli\u011fin amac\u0131; kamu kurum ve kurulu\u015flar\u0131, \u00f6zel kurulu\u015flar ve ger\u00e7ek ki\u015filerce kullan\u0131lan her t\u00fcrl\u00fc yap\u0131, bina, tesis ve i\u015fletmenin, tasar\u0131m\u0131, yap\u0131m\u0131, i\u015fletimi, bak\u0131m\u0131 ve kullan\u0131m\u0131 safhalar\u0131nda \u00e7\u0131kabilecek yang\u0131nlar\u0131n en aza indirilmesini ve herhangi bir \u015fekilde \u00e7\u0131kabilecek yang\u0131n\u0131n can ve mal kayb\u0131n\u0131 en aza indirerek s\u00f6nd\u00fcr\u00fclmesini sa\u011flamak \u00fczere, yang\u0131n \u00f6ncesinde ve s\u0131ras\u0131nda al\u0131nacak tedbirlerin, organizasyonun, e\u011fitimin ve denetimin usul ve esaslar\u0131n\u0131 belirlemektir.<\/p>\n\n<p>Sabit boru tesisat\u0131 ve yang\u0131n dolaplar\u0131<\/p>\n\n<p>MADDE 94- (1) Tesisat\u0131n amac\u0131, bina i\u00e7inde yang\u0131n ile m\u00fccadelede g\u00fcvenilir ve yeterli suyun sa\u011flanmas\u0131d\u0131r. Bunun i\u00e7in, bina i\u00e7inde itfaiye su alma hatt\u0131 ve yang\u0131n dolaplar\u0131 tesis edilir:<\/p>\n\n<p>a)\u0130tfaiye su alma hatt\u0131; yang\u0131n ile m\u00fccadelede, itfaiye personeli ve e\u011fitilmi\u015f personel taraf\u0131ndan kullan\u0131lmak \u00fczere tesis edilir. \u0130tfaiye su alma hatt\u0131 tesisinde a\u015fa\u011f\u0131da belirtilen \u015fartlara uyulur:<\/p>\n\n<p>1) Y\u00fcksek binalar ile kat alan\u0131 1000 m2\u2019den fazla olan al\u0131\u015fveri\u015f merkezlerinde, otoparklarda ve benzeri yerlerde \u0131slak veya kuru sabit boru sistemi \u00fczerinde, itfaiye personelinin ve e\u011fitilmi\u015f personelin kullan\u0131m\u0131na imk\u00e2n sa\u011flayan ba\u011flant\u0131 a\u011f\u0131zlar\u0131 b\u0131rak\u0131lmas\u0131 veya bu ba\u011flant\u0131 a\u011f\u0131zlar\u0131n\u0131n ka\u00e7\u0131\u015f merdiveni veya yang\u0131n g\u00fcvenlik hol\u00fc gibi korunmu\u015f mek\u00e2nlarda olmas\u0131 \u015fartt\u0131r.<\/p>\n\n<p>2) Herhangi bir noktadan su alma a\u011fz\u0131na olan mesafe 60 m\u2019den fazla olamaz.<\/p>\n\n<p>3) Sabit boru tesisat\u0131 \u00fczerinde bulunan b\u00fct\u00fcn hortum ba\u011flant\u0131lar\u0131, itfaiyenin kulland\u0131\u011f\u0131 normlarda storz tip 50 mm veya 65 mm \u00e7ap\u0131nda olur.<\/p>\n\n<p>4) Ba\u011flant\u0131 a\u011f\u0131zlar\u0131n\u0131n, binan\u0131n ya\u011fmurlama ve yang\u0131n dolaplar\u0131 sistemine suyu sa\u011flayan sabit boru tesisat\u0131nda b\u0131rak\u0131lmas\u0131 h\u00e2linde, bu ba\u011flant\u0131lar\u0131n ana kolonlar \u00fczerinden do\u011frudan yap\u0131lmas\u0131 gerekir.<\/p>\n\n<p><ol>\n \t<li>b) Yang\u0131n dolaplar\u0131 tesisat\u0131; bina i\u00e7indeki ki\u015filerin yak\u0131ndaki k\u00fc\u00e7\u00fck bir yang\u0131n\u0131 kontrol etmesini ve s\u00f6nd\u00fcrmesini sa\u011flayabilmek \u00fczere, bina i\u00e7ine tesis edilen sabit bir tesisat\u0131 ifade eder. Tesisat, duvarlar \u00fczerine veya kabinler i\u00e7ine monte edilmi\u015f ve kal\u0131c\u0131 olarak bir su temin tesisat\u0131na ba\u011flanm\u0131\u015f olan sabit birimlerden olu\u015fur. Yang\u0131n dolaplar\u0131n\u0131n tesisinde a\u015fa\u011f\u0131daki \u015fartlara uyulur:<\/li>\n<\/ol><\/p>\n\n<p>1) Y\u00fcksek binalar ile toplam kapal\u0131 kullan\u0131m alan\u0131 1000 m2\u2019den b\u00fcy\u00fck imalathane, at\u00f6lye, depo, otel, motel, sa\u011fl\u0131k, toplanma ama\u00e7l\u0131 ve e\u011fitim binalar\u0131nda ve kapal\u0131 kullan\u0131m alan\u0131 2000 m2\u2019den b\u00fcy\u00fck b\u00fct\u00fcn binalarda yang\u0131n dolab\u0131 yap\u0131lmas\u0131 mecburidir.<\/p>\n\n<p>2) Yang\u0131n dolaplar\u0131, her katta ve yang\u0131n duvarlar\u0131 ile ayr\u0131lm\u0131\u015f her b\u00f6l\u00fcmde aralar\u0131ndaki uzakl\u0131k 30 m\u2019den fazla olmayacak \u015fekilde d\u00fczenlenir. Yang\u0131n dolaplar\u0131 m\u00fcmk\u00fcn oldu\u011fu kadar koridor \u00e7\u0131k\u0131\u015f\u0131 ve merdiven sahanl\u0131\u011f\u0131 yak\u0131n\u0131na kolayl\u0131kla g\u00f6r\u00fclebilecek \u015fekilde yerle\u015ftirilir. Binan\u0131n ya\u011fmurlama sistemi ile korunmas\u0131 ve katlara itfaiye su alma a\u011fz\u0131 b\u0131rak\u0131lmas\u0131 h\u00e2linde, yang\u0131n dolaplar\u0131, \u0131slak tip ya\u011fmurlama bran\u015fman hatt\u0131ndan beslenebilir ve aralar\u0131ndaki uzakl\u0131k 45 m\u2019ye kadar \u00e7\u0131kar\u0131labilir.<\/p>\n\n<p>3) Hortumlar\u0131n sakland\u0131\u011f\u0131 dolab\u0131n ve kabinlerin gerekli cihazlar\u0131n d\u00f6\u015fenmesine izin verecek b\u00fcy\u00fckl\u00fckte olmas\u0131 \u015fartt\u0131r. Bunlar\u0131n yang\u0131n s\u0131ras\u0131nda hortum ve cihazlar\u0131n kullan\u0131lmas\u0131n\u0131 zorla\u015ft\u0131rmayacak \u015fekilde tasarlanmas\u0131 ve sadece yang\u0131n s\u00f6nd\u00fcrme amac\u0131 i\u00e7in kullan\u0131lmas\u0131 gerekir.<\/p>\n\n<p>4) Hortumlar\u0131 serme ve ba\u011flama gibi becerilere sahip e\u011fitilmi\u015f personeli veya itfaiye g\u00f6revlisi olmayan yap\u0131larda, yuvarlak yar\u0131-sert hortumlu yang\u0131n dolaplar\u0131n\u0131n TS EN 671-1\u2032 e uygun olmas\u0131 \u015fartt\u0131r. Hortumun, yuvarlak yar\u0131-sert TS EN 694 normuna uygun, \u00e7ap\u0131n\u0131n 25 mm olmas\u0131, uzunlu\u011funun 30 m\u2019yi a\u015fmamas\u0131 ve l\u00fcle (lans) kapama, p\u00fcsk\u00fcrtme veya f\u0131skiye veyahut her \u00fc\u00e7\u00fcn\u00fc birden yapabilmesi gerekir.<\/p>\n\n<p>5) \u0130\u00e7inde itfaiye su alma a\u011fz\u0131 olmayan yuvarlak yar\u0131-sert hortumlu yang\u0131n dolaplar\u0131nda tasar\u0131m debisinin 100 l\/dak ve l\u00fcle giri\u015findeki bas\u0131nc\u0131n 400 kPa olmas\u0131 \u015fartt\u0131r. L\u00fcle giri\u015findeki bas\u0131nc\u0131n 700 kPa\u2019\u0131 ge\u00e7mesi h\u00e2linde, bas\u0131n\u00e7 d\u00fc\u015f\u00fcr\u00fcc\u00fclerin kullan\u0131lmas\u0131 gerekir. Bu tip sistem tek ba\u015f\u0131na sadece D\u00fc\u015f\u00fck Tehlike ve Orta Tehlike-1 tehlike s\u0131n\u0131flar\u0131nda kullan\u0131labilir.<\/p>\n\n<p>6) Yeti\u015fmi\u015f yang\u0131n s\u00f6nd\u00fcrme g\u00f6revlisi bulundurulmak mecburiyetinde olan yap\u0131larda kullan\u0131labilecek yass\u0131 hortumlu yang\u0131n dolaplar\u0131n\u0131n TS EN 671-2 standard\u0131na uygun olmas\u0131 \u015fartt\u0131r. Yass\u0131 hortumun; anma \u00e7ap\u0131n\u0131n 50 mm\u2019yi, uzunlu\u011funun 20 m\u2019yi ge\u00e7memesi ve l\u00fcle kapama, p\u00fcsk\u00fcrtme veya f\u0131skiye veyahut her \u00fc\u00e7\u00fcn\u00fc birden yapabilmesi gerekir. Dolap tasar\u0131m debisinin 400 l\/dak ve l\u00fcle giri\u015findeki bas\u0131nc\u0131n 600 kPa olmas\u0131 \u015fartt\u0131r. Bu a\u00e7\u0131dan i\u015fletmede bulunan her t\u00fcrl\u00fc tesisat aras\u0131nda havaland\u0131rma ve klima tesisatlar\u0131n\u0131n da e\u011fer ilgili standartlarda buna \u00f6zg\u00fc ba\u015fka bir s\u00fcre belirtilmemi\u015fse y\u0131lda en az bir kere kontrol ve muayene ettirilmesi gerekmektedir. Bu \u00e7al\u0131\u015fmalar s\u0131ras\u0131nda, \u00f6nce tesisat\u0131n, projede g\u00f6sterilen kriterlere uygun olup olmad\u0131\u011f\u0131 kontrol edilmektedir. Daha sonra bu tesisatlar\u0131n, yerli ve yabanc\u0131 kurulu\u015flar taraf\u0131ndan yay\u0131nlanan standartlarda yer alan kriterlere uygun olup olmad\u0131\u011f\u0131 ara\u015ft\u0131r\u0131lmaktad\u0131r.
